Professional Health Monitoring Program
The S.T.E.PS. Professional Health Monitoring Program is designed to assist Health Professionals whose abilities to provide safe healthcare services are compromised by dependency on alcohol or drugs, or by a mental or physical illness. The foundation of S.T.E.P.S. is that chemical dependency, physical or psychiatric conditions are treatable, and that recovery and return of these professionals to competent nursing practice is in the best interest of the profession and the public. The basic responsibility of the ADDS S.T.E.P.S. Program is to assist monitoring programs in maintaining compliance and identify non-compliance.
Programs for recovering professionals are faced with unique challenges. Meeting the requirements of state licensing boards can be a complicated and labor-intensive task. Specialized services to support these programs include:
- Nationwide and International Services
ADDS P.H.M. program provides collection, Random selection services, and monitoring anywhere in the United States.
- Designated Program Coordinator
To help you achieve your program objectives, each program coordinator will be assigned a dedicated account manager who will monitor daily participant activity and compliance.
- Substance Abuse Testing
A variety of testing panels, which can be customized to meet the needs of your organization or participants, is available. Medical Professional Panels are designed to meet the needs of Health Professional Associations. Testing is performed at nationally certified laboratories.
- National Collection Site Database
ADDS has access to over 15,000 collection sites nationwide to accommodate participants needs in all locations. ADDS provides quality monitoring to ensure technical proficiency of the collection process and the strict maintenance of security and confidentiality.
- Custody and Control
All specimens will be forwarded to the laboratory maintaining specimen integrity utilizing strict protocol to ensure each test is legally defensibility.
- Participant Interaction
Your Program Coordinator is available to assist the program participants with their questions and concerns.
- Computerized Random Selection
Your organization will be provided with a computerized random selection system that can be customized to accommodate variations in participant testing frequency. ADDS Interactive Voice Response (IVR) System is capable of handling large volume programs of 1,000 participants or more.
- Automated Attendant Call-In System
Participants call a toll-free number daily, positively identify themselves by entering their SSN number or license number, and receive a message indicating whether or not they have been randomly chosen for testing that day.
- Internet Enabled Reports
ADDS offers on-line reports for program administrators. Each report is displayed in printable format. Utilizing laboratory and random call-in data your program can be provided with a variety of management reports.
- No Call Report
Will provide call history data for an individual or a specific program for organizations with multiple programs under one Monitoring Program.
- Results
Administrator can access positive and negative results online immediately after the results have been entered in our database.
- Participant History
Information regarding a participants compliance history can also be viewed in this area.
- Collection Site Assistance
Our approved collection sites can be viewed by program administrators online at our secure webpage. .
- Random Selection Reports
Administrators can receive reports by date range to see what participants were selected during a particular time frame. This report also shows the amount of time the participant was selected in the specified time frame. This report can be provided in various formats (email, RTP, Excel, Microsoft Word,TIF or PDF).

- Medical Review Officer Services
Medical Review Officer (MRO) services can be provided by nationally Certified MRO's.
- Direct Participant Billing
Program participants will be billed for fee at the time service as an option. Fee for service provides collection sites with pre-paid and pre-addressed envelopes to accept payment and forward to ADDS at no cost. This process reduces the number of participants being suspended for non-payment issues.
